Project Description

The Cesar Chavez Boulevard Multimodal Improvements project will reconstruct five miles of Cesar Chavez Boulevard, between central San Luis at San Luis Plaza Drive, and Avenue E, which connects to San Luis II Commercial Port of Entry and start of State Route (SR) 195. SR 195 provides access to Interstate 8 (I-8) corridor. The project will transform this corridor from a primarily two-lane, rural cross-section roadway to an urban, multimodal corridor with new pedestrian, bicycle, and transit infrastructure.

Area

The project area is Cesar Chavez Boulevard from 200 feet west of Escondido St. to 300 feet west of Avenue E in the City of San Luis, Yuma County, Arizona. The Project area is further identified is being located in Township 11 South, Range 25 West, Sections 1, 11, and 12, and Township 11 South, Range 24 West, Sections 3-10, Salt River Base and Meridian. The City of San Luis plans to improve Juan Sanchez Boulevard (Blvd.) from 200 feet west of Escondido St. to 300 feet west of Avenue E in the City of San Luis, Yuma County, Arizona. $65 Million

  • Widening the roadway from two lanes to four lanes with a center median to address existing and forecasted traffic congestion. 
  • Adding continuous Americans with Disabilities Act (ADA)-compliant sidewalks within the urban portion of San Luis. 
  • Constructing on-street bicycle lanes in the urban portion of San Luis to provide dedicated bicycle facilities where none currently exist. In the rural portion of the project corridor, wide outside shoulders will be constructed that can be used for that segment’s limited bicycle traffic. 
  • Providing enhanced transit stops, including bus bays and shelters, to increase the comfort and convenience of the existing bus service along the corridor. 
  • Improving access and safety at key destinations such as the San Luis Post Office and Joe Orduño Park.
  • Decrease regional travel times by reducing congestion along the project corridor and allowing for more efficient regional travel patterns. 
  • Reduced environmental emissions as a result of reducing vehicle hours traveled. 
  • Increased safety and decrease crashes by reducing congestion and implementing safety measures in the project area. 
  • Reduced future maintenance costs by over $1.5M as the new roadway will eliminate the near-term need to repave some roadway segments and overlay others. 
  • Reduce the need for the San Luis Police Department to perform manual traffic control along the corridor to handle traffic generated by adjacent schools and traffic utilizing the San Luis I POE to access Mexico or enter the U.S. 

Cost: 

  • Construction:
    • $25 million from USDOT Rural Surface Transportation Grant Program
    • $33 million from State of Arizona Legislature through approval of Senate Bill 1490  
    • $5.5 million from City of San Luis
  • Design:
    • $1.2 million from Federal Congressional Direct Spending supported by Senator Kelly and Sinema
    • $2.7 million from Arizona State Match Advantage for Rural Transportation Program

Timeframe: 

  • 2024 Complete project design/ROW acquisition
  • 2026 Begin construction
  • 2028 Complete construction
